Do you think Nintendo makes the games purposely with the glitches in them?

I've heard about, and experienced many glitches in my nintendo64 games such as this one http://www.youtube.com/watch?v=YojGO1D1npQ they're actually pretty useful, but I was wondering if the creators do this on purpose?
