Can you run an american sweepstakes from canada?

Call it what you will but you will still need a license to operate it. That will require that you have guarenteed prize money (or hard and fast physical prizes) already established and you will need to comply with the rules of, lets say, Ontario Liquor and Gaming regulations if you want to run it from Ontario.
