Instead of selling a french property, should we set up an international or UK lottery?

It has been done, it is complex and expensive to do and very very dangerous. If you offer the property as a prize, that prize must be given. So for example say you need to sell 4000 tickets at 100 euro each to break even and only 10 tickets are sold by the closing date. Somebody is going to get the property as promised for 100 euro but you will only get 1000 euro, less costs and expenses. Not a good idea.
