If a tax form is required for a sweepstakes, & I don't pay taxes, can I get the form/enter the sweepstakes?

I want to enter a sweepstakes, but it requires an IRS W-9 form. I know the IRS has something to do with taxes. If I don't work/don't pay taxes, can I still get the form/enter the sweepstakes?
